FILING COMPLAINTS AT MUNICIPAL COURT
If a citizen wishes to file a complaint against someone for a noisy animal or other City Code violation, the citizen can contact 311 to report the offense and a code officer will investigate the complaint. If a citizen wants to file a complaint directly with the Municipal Court, he or she (the complainant) will be required to submit a sworn affidavit to include the accused’s (violator's) personal information to the Municipal Court between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday (excluding holidays). The required information and affidavit must be sworn before a clerk at the Municipal Court, so do not sign the affidavit until you are before a clerk at the court. The noisy animal complaint or the other City Code violation complaint must be printed, completed and filed in person at the Municipal Court.
The information and affidavit will be reviewed by the Prosecutors’ Office to determine if a criminal case should be filed. If there is insufficient information concerning the alleged criminal conduct or the accused, the complaint will be rejected. If the case is accepted, it will be set for trial and the complainant will be notified to appear in court as a witness. The Prosecutors’ Office will inform the complainant if the case is rejected.
