Material Recovery Facility

Background

In October 2008, the City of Austin implemented Single Stream Recycling collection. Participation is voluntary and is available to all residential and commercial customers that have Pay-As-You-Throw garbage service. Currently, the Single Stream Recycling Program has 177,170 residential accounts and 543 commercial accounts. City employees use city-owned equipment to collect the recyclables. Customers use city-provided 96 gallon carts for both residential and commercial accounts. In Fiscal Year ’09-‘10 the City projects that approximately 52,000 tons of recyclables will be collected. Approximately 55% of this tonnage is mixed paper and the remaining 35% is containers (plastic, steel cans, aluminum, and glass) and 10% residuals.

Request for Proposals (RFP)

The City of Austin Solid Waste Services Department (SWS) is seeking proposals from qualified proponents interested in providing Recycling Processing Services for its Single Stream Recycling Program. The successful candidate will be responsible for receiving, sorting, processing, storing and sale of recyclable materials collected from its curbside and office recycling programs. This project is now accepting proposal submissions.

  • November 16: Advertise RFP
  • November 30: Deadline to submit questions
  • December 4: Pre-proposal meeting, City Hall Council Chambers, 10:00 a.m.

2010

  • February 9: Proposals due; 11:30 a.m.
  • May: Short listed presentations to Council
  • June: Council consideration – negotiation only
  • August: Council consideration – contract execution
